Normal un-installation fails to clear all registry keys and does not reset the network stack on a user machine.

Troubled Connectivity Via Junos Pulse Client
windows only allows so many virtual adapters and sometimes the network stack gets messed up.
Uninstall Junos Pulse via Control Panel > Add Remove Progams > select Junos Pulse and click Uninstall. Also recommended, uninstall all Juniper Networks, Inc. Setup Clients.
Next, install the latest Java SE and reset the winsock with the following command in an admin cmd shell and then reboot.
C:\Users\username> netsh int ip reset reset.log
C:\Users\username> netsh winsock reset
Reinstall Pulse. If the issues persist, please follow the steps below. Start with option A; if it does not resolve the issue, move on to the next option.
Delete %windir%\inf\infcache.1; if it exists.
If the above file does not exist:
Check for the existing key – HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion.
The value of DevicePath should point to %SystemRoot%\inf.
If this entry is not in the registry or points to another folder, then add the following value to DevicePath:
If a value is already present in DevicePath, additional values that are separated by a semi-colon (;) can be added: For example:
Warning: If Registry Editor is incorrectly used, you may cause serious issues that may require the reinstallation of the operating system. Microsoft cannot guarantee that issues that arise from using Registry editor incorrectly can be resolved. Use Registry Editor at your own risk.
After completing option A and B, if the Junos Pulse client still cannot be installed, perform the following procedure:
Manually Remove the Junos Pulse client via Add/Remove Programs in the Control Panel on the client PC.
Reinstall the Junos Pulse client on the client PC, after logging on to the IVE User home page (Web UI) and testing connectivity.
After completing option C, if the Junos Pulse client still cannot be installed, perform the following procedure:
Contact JTAC to obtain a Junos Pulse Cleaner for the relevant Junos Pulse client version, and run it on the client machine to remove it completely.
Reinstall the Junos Pulse client on the Client PC, after logging on to the IVE User home page (Web UI) and testing connectivity.

Move “junos pulse.app” to the trash and delete. There is a script that runs at that time to remove it.
